I have read to Mr. MacDougall your minute of 4th October. He thinks perhaps he did not make the position clear. Up to the time that he left Hong Kong, no despatch in reply to that at (11) had been sent. As far as he knows the position is still as described in paragraph 1 of Mr. Lloyd's minute of the 26th July. Before Mr. MacDougall left the Governor had all the papers and was disposed to look favourably at the suggestions in (11). the absence of Mr. MacDougall and Mr. Hawkins, however, the Governor is short of experienced senior officials. For this reason, and also because the proposals for constitutional reform, which we have been told to expect at the end of this month, may have some bearing on the functions of the Secretariat for Chinese Affairs and the proposal in regard to a Liaison Officer with the Embassy at Nanking, I suggest that we should wait another six weeks before sending a reminder to (11).
